- Ranked as a priority, although it was the only submitted project during public hearings, and approved the application for a Community Development Block Grant (CDBG) in order to construct a new Fixed Base Operations (FBO) facility at the Fallon Municipal Airport. The requested amount for the construction is $500,000.00.
- Approved an amended Engagement Letter with Eide Bailly to provide for additional audit fees in the amount of $4,500.00 in order to complete the single audit of the City of Fallon’s compliance with its major federal award programs. The auditors were originally appointed in March of 2019.
- Approved a Permit for Use of Fallon Rail Freight Loading Facility Newlands Project, Nevada that grants permission for Premier Chemical, LLC, from Gabbs, NV, to use the Fallon Secured Rail Freight Loading Facility. This is a renewal of an existing permit, originating in 1990, and will be in effect for another two-year term, City Attorney Mike Mackedon said.

To support research, awareness and treatment of prostate and testicular cancer, the City of Fallon’s Mayor Kenneth Tedford, Jr., proclaimed November 2019 as No Shave November during which time male participants are expected to refrain from shaving their facial hair. The proclamation, which took effect Nov. 1st, was read at the Nov. 4th meeting of the Fallon City Council.
According to the proclamation, prostate cancer is both the second most commonly diagnosed cancer and the second-leading cause of cancer deaths among American men. Despite a decline in the past two decades in the occurrence of prostate cancer and in its mortality rates, the American Cancer Society estimates that nearly 175,000 men will be diagnosed with the disease in 2019 and almost 32,000 deaths will result.
Mayor Tedford stated that the proclamation of the month of November as No Shave November has been a tradition in the City of Fallon since Kenny Guinn, 27th Governor of Nevada, was diagnosed with prostate cancer at the beginning of the 21st century. Guinn died in 2010 at the age of 73 due to complications from injuries sustained after falling from the roof of his home and possibly following a heart attack.
“We like to observe the tradition every year,” Mayor Tedford said. “It’s an opportunity to make men aware of prostate cancer.”
In other business, the Fallon City Council approved the initiation of procedures for the deannexation of 11.51 acres, more or less, from the City of Fallon and located at 100 Airport Rd. Legal and Administrative Director Robert Erquiaga informed city council members that the lengthy procedures involve notifying the Churchill County Commission and the Churchill County Planning Commission action on the matter before reporting back to the Fallon City Council.
Property owners Greg and Eve Holmes made the request after determining that compliance with a 1988 annexation agreement, which required the installation of a well and septic system, made their desire to build their single family home too difficult. The property was purchased by the Holmes in December of 2018.
“The request is appropriate,” Erquiaga observed. “The conditions from when the property was annexed would be difficult, if not impossible, for the Holmes.”
In addition, and after no public comment during the public hearing portion of the agenda or in written form, city council members adopted Bill No. 782 as Ordinance No. 763 providing for the annexation of 7.35 acres, more or less, located at 1044 South Allen Rd. and owned by Gallagher Safe Storage, LLC.
The property is contiguous to the corporate limits of the City of Fallon and, Erquiaga stated, will be zoned as C-2. The ordinance had been introduced at the Oct. 21st meeting of the Fallon Council with the public hearing notice published in the Oct. 23rd issue of the Lahontan Valley News. The ordinance will again be published in “a newspaper of general circulation” following the forwarding of the ordinance to Churchill County and the taxation department. It would take effect after 20 days, according to Erquiaga’s assessment of the requirements of the Nevada Revised Statutes.
Councilwoman Karla Kent commented that the annexation was “a really good asset” for the city.
