City Council Actions for June 7

On Tuesday, June 7 the Fallon City Council’s agenda for its first regularly scheduled June meeting included applications for a new drinking establishment liquor license and three engineering services projects.

Jennifer and Barry Vasquez, as the new owners of Pizza Barn LLC, applied for a liquor license. They have not owned or managed a business in the past. Jennifer told the council she is a schoolteacher and would be managing the restaurant when not in school. She will also have her husband Barry and Nicole Rogne as co-managers, assuring the council that there would always be a manager on site during all business hours. The applicants were also required to file a supplemental form with the City Police Department attesting to that as well. Their application was approved.

The council heard from Public Works Director Brian Byrd who discussed the engineering services contract requests on the agenda starting with a professional services contract with Lumos and Associates. The contract is in the amount of $139,000 for engineering design, construction project management, and documentation services for the Court Street reconstruction. A total of 750 linear feet from Nevada Street to East Street will be redone for a total cost of $821,000. Byrd told the council they will also receive a $405,000 Community Development Block Grant toward the project costs. Per the proposal submitted by Lumos, construction is expected to start in the Fall of 2022.

The next request was for a second professional services contract with Lumos in the amount of $90,950 for civil engineering, project management, and documentation services for a new splash pad and pavilion to be located at Oats Park on the north side of the city pool. Byrd told the council the city will utilize approximately one acre to provide the public with a splash park experience for water play activities. It will have a non-slip safety surface, various water nozzles, and playground like features that can spray, shower, rain, mist and shoot streams of water. It will be fenced from other portions of the park but will have access to and from the existing pool area. The plan includes multiple pavilions that can be reserved for parties and other events. The total construction cost was not provided.

The third request was for a professional services contract with J-U-B Engineers, Inc for services related to completing facilities plans for the potential expansion of the city's wastewater treatment plant in the amount of $190,2000. Byrd told the council that the plant currently handles 1.2 million gallons per day and has the capacity to handle up to 2.2 million gallons per day. The new plan will establish projected flows for the next 20 years, document permit requirements while identifying long-term permit issues, evaluate existing processes and performance, and develop recommendations to maintain proper service levels for future growth. Byrd emphasized that the plant still has capacity however, “Public Works would like to ensure that the plant can stay ahead of the curve to support the city's housing growth taking place now and in the future.”

The council approved all three public works projects.

The council's next regular bi-monthly meeting is scheduled for June 21 in the Council Chambers at 9 a.m.
