  • Possess an Incendiary or Explosive Device, a Category B Felony which carries 1-6 years.

  • Failure to Register as an Ex-felon.
  • Possession of Drug Paraphernalia.

According to the criminal complaint, the State alleged that on September 25, at 131 Tedford Lane, Rice possessed methamphetamine, along with four digital scales and several glass smoking devices, a large red-brown explosive device, and a black baton style stun gun. Rice is prohibited from owning or possessing firearms, stun guns, or similar devices as an ex-felon. Further, Rice is alleged to have failed to register as an ex-felon.
