The Tenth Judicial District Court convened July 13, 2021, with Judge Thomas Stockard presiding

Ronald James Abbott (in custody) admitted to violating probation. CCPD Sommer, counsel for Abbott, stated his client suffers from various mental health issues and homelessness, making it extremely difficult to comply with the requirements of Court Services. Abbott addressed the court, recounting the successes and failures that have struck his life. After extensive sobriety, Abbott said that he learned what success is like in the real world, stating “You could send me to prison I can do that, it is doable. I am remorseful for this; it shouldn’t have happened, I have lost everything on an emotion.” Judge Stockard revoked Abbott’s probation and imposed the underlying sentence on charges of attempting to possess a weapon as an ex-felon, a Category B Felony that carries 1-6 years in prison.

James Allen Bond was scheduled to appear for sentencing but was not present. A bench warrant was issued. CCPD Sommer stated that his client did ask for a continuance, but he could not reach Bond to gather more information on why he made the request. Court services also filed a violation report against Bond as he left Crossroads Treatment Center in Reno before completing the program. Bond was arrested by the Task Force last September for possession of a controlled substance, a DUI, and driving without a valid driver’s license.

Donald Scott Echer (in custody) admitted to a probation violation. The allegations state that Echer was granted admittance into the DUI Diversion Program and upon graduating, celebrated his DUI Diversion completion by drinking which resulted in a domestic battery situation. Assistant District Attorney (ADA) Pricilla Baker asked the court to require Echer to complete an inpatient treatment program and be readmitted into the DUI Diversion program. Judge Stockard reinstated probation for Echer and placed him back in the program at level two. He was ordered to remain in custody until he could appear in DUI Specialty Court on Wednesday, July 13.

Joseph Morgan Joos pled guilty to Failure to Register as a Sex Offender, a Gross Misdemeanor. Joos said life had gotten away from him, and because he felt "overwhelmed', he failed to maintain his registration requirements. He understands now that he cannot let this go. Judge Stockard sentenced Joos to a suspended sentence of 364 days in jail. In most situations, it is a Class D Felony (or greater) to fail to register as a sex offender in Nevada.

Paul Lee Jr. was scheduled to appear for sentencing and did not appear. In April, Lee pled guilty to Failing to Register as a Sex Offender, Category D Felony, which carries potential penalties of 1-5 years in prison. At the time, Lee reported he was homeless and unable to provide a registration address to law enforcement, therefore violating the registry requirements. A bench warrant was issued for his arrest.

Jillian Jean Sasser (in custody) pled guilty to two counts of Offer, Attempt, or Commission of Unauthorized Act Relating to Manufacture or Compounding of Certain Controlled Substances, a Category B Felony punishable by 2-10 years in prison. She also pled guilty to a charge of Ex- Felon Not to Possess a Firearm, a Category B Felony punishable by 1-6 years in prison. CCPD Sommer, counsel for Sasser, stated that his client did sell methamphetamine to a cooperating witness on two occasions. Sasser also possessed a firearm after being previously convicted of trafficking a controlled substance. Sommer stated that Sasser has been approved for long-term treatment at the Salvation Army and Gospel Mission. Judge Stockard released Sasser on her own recognizance to the program. Sentencing is scheduled for October 5, 2021.

Lancer James Wagar pled guilty to Wrongful Diversion of Money to be Used for Services, Labor, or Equipment More Than $1,000, a Category E Felony punishable by 1-4 years in prison. Churchill County Public Defender (CCPD) Jacob Sommer, counsel for Wager, stated that his client was hired for a job and did not complete the job as per the contractual agreement. Judge Stockard ordered a presentencing investigation before sentencing on October 5, 2021.
