Superintendent Update: Dr. Stephens complimented Robyn Jordan on her work on the Communications Overview and noted that work on this will be continuing.
The district has an updated website. At this time there may be some difficulties in connecting but issues are being worked on currently to make this transition proceed smoothly. The new site is a Google connected site which will make access to documents for staff, teachers, and parents easier.
Business Services Update: Christi Fielding was introduced as the new comptroller for the school district. Early learning programs may be cut by $6 million.
Consent Agenda: Approved -- Michelle Garrison- 6th grade teacher pulled from Personnel Action. Vouchers paid for July 1st to July 15th totaled $584,552.31. Payroll for June was $2,477,821.98. Interfund loans in total will not exceed $2,000,000. From the general fund to various other funds. As of June 30, 2020, the District has $30,064,000 of general obligation bonds outstanding and $639,016 in medium-term general obligation bonds outstanding. The general obligation debt is paid from property taxes.
Reports by Board Members:
The board took this opportunity to express their gratitude and regards to Phyllys Dowd for all her hard work and dedication to the district during her employment. She is retiring. Various members spoke of their respect and admiration for a job very well done.
New Business:
Doctor Stephens presented outlines on different possible reopening plans. Much of the work evaluating plans was done by a committee consisting of 76 members from licensed and classified staff and district leadership, Naval Air Station Fallon, the Fallon Paiute Shoshone Tribe, city of Fallon, Western Nevada College, and others. Survey responses from 1,513 people were also taken into consideration. After much discussion, the Board asked that the district look at a plan that will have all schools on the same schedule. Possible options to be further investigate are the AM/PM (one group attends in the AM and a different group attends in PM) and A/B (students attend in school classes on rotating days and then work online with Fridays open for different options). What reopening will actually look like for the more than 3,300 students under either of these plans still has many issues such as masks, cleaning responsibilities, meals for students, recesses, and busing to be worked out. Budget issues will have an impact on these decisions as will the community’s needs, but Dr. Stephens stressed that there will be a need for flexibility and that what is set for today may change by tomorrow. Health and safety are the District’s guiding principles
Dr. Stephens informed the Board that regardless of the plan chosen to open in August, the district is required to submit to the State plans for fully opening, a hybrid option, and fully remote instruction.
The Board will be voting on the reopening plan at the next meeting which will be on July 27th at 5:30 in the administrative building.
Dr. Stephens asked the Board to set the opening of the 2020-2021 school year for August 25th. The Board approved August 25th as the official starting date for Churchill County.
