Planning Commission January Meeting Summary

During their regular monthly meeting on Wednesday, January 11 the Planning Commission elected new officers, then approved five requests, denied one, and tabled two others. 
New member Eric Blakey (who has served on the commission in the past) is now Chairman with incumbent member Scott Nelson, Vice Chairman. New members Mark Hyde and Jeff Goings along with incumbent commissioners Zach Bunyard, Paul Picotte, and Deanna Diehl round out the panel.

The first item was a temporary use permit submitted by Ruth Miller to allow friends of hers to live in an existing RV on her property at 4810 Schindler Road. Public Works Director Chris Spross said, “The proposed temporary quarters are not similar to one of the other allowed TUPs. The closest would be a hardship caretaker however the caretaker relationship is not with the homeowner. The proposal is really to allow a location for RV living, possibly as an income opportunity, which is not allowed.” The commission concurred and denied her request.

The commission then approved a TUP request submitted by Philip Regli for farm labor housing for the Regli Dairy located at 1240 Soda Lake Road. The applicant stated that farm labor was needed to assist with tending to their 500 dairy cows.

Two special use permits were considered and approved next. The first was for Chase Mills for a home-based firearms business at 4675 Sheckler Road where special-order parts, assembly, and sales of firearms would be conducted. The second was for a multi-tenant facility business submitted by Paula Gilmore for her property at 4175 Reno Highway, who proposed allowing other businesses to lease operating space at her location. The plan she submitted showed approximately 8,500 square feet of retail space, 25 gravel parking spaces, and one paved handicapped parking space.

A special use permit was submitted by Churchill County POBOB motorcycle club for a private gathering facility located at 2170 Reno Highway to establish their club with alcohol service for occasional club events. According to the Planning Department's staff report, “The applicant is the Churchill County Chapter of POBOB MC. According to the website (using a simple internet search) for the mother/originating chapter of the organization, the initials stand for the 'Pissed Off Bastards Of Berdoo Motorcycle Club' or sometimes 'of Bloomington'. According to multiple sources, “the POBOBs pride themselves on being 1%-ers, meaning they are not among the 99% of motorcyclists that are law abiding citizens as once described by the American Motorcycle Association.” Spross recommended that the application be continued to the next meeting to allow more time to gather documentation, and the commission approved tabling the item.

A variance request was submitted by Lizette Kroepelin for her property located at 125 Clover Drive where a garage is being constructed. The setback for the building was to be 30 feet from the property line, however, the applicant was given an incorrect setback requirement by the county building department causing the garage to be placed only 21.5 feet from the property line. As a result, the variance from the setback requirement was sought and the commission approved it. 

A special use permit and associated variances submitted by Ed Erxleben for his Out West Buildings business located at 7450 and 7490 Reno Highway were tabled until a future meeting due to numerous unanswered questions, one of which was whether an existing SUP was already on file.

The last review of the evening was of a variance request submitted by Michael Rodzinski for Northern Nevada Research Company LLC for their property located at 7162 California Avenue. The applicant requested a five-foot setback reduction from the 20-foot requirement to construct a new building on the 100-acre industrial-zoned parcel which would allow more room for forklifts to operate between the buildings. The staff report provided some background for the request. “NNRC receive a Special Use Permit in November 2021 and have been working to implement the project. They had been operating without a Special Use Permit since about 2012 and underwent multiple expansions. Following a fire incident, the lack of a Special Use Permit was discovered, and the company submitted the application. The approved application included a new testing area, and conditions of approval required installation of an office and restrooms for employees. The proposed variance is to accommodate a slightly larger building that will be close to the property line.” The commission approved the variance, noting that it would expire one year from the final decision date and that construction of the new building must begin before the variance expires.
