City Council Approves New Public Works Building Contract

The Fallon City Council, led by Mayor Ken Tedford, met on Tuesday, March 1 at 9 a.m. in the City Council Chambers. They reviewed details presented by Public Works Director Brian Byrd on a $1,736,000 contract with MGM Construction, Inc. to remodel the Public Works building at 327 North Maine Street so all City of Fallon public works activities can be consolidated under one roof.

Bird told the Council the contract work will renovate the 15,000 square foot metal building. “This will provide a centralized location for the city's electric, water, sewer and sanitation, water treatment, wastewater, and street departments, which are all currently located in various locations around the city. The renovated space will include 5,188 square feet of office space while incorporating a training room, conference room, break room, restrooms, and additional storage areas.”

Byrd has been working with Gem Drafting of Fallon and city staff to design a space that would optimize the efficiency of the departments and will meet ADA requirements. A public bid was posted on January 12, 2022. After being advertised, a mandatory pre-bid conference was held on January 21, with two bids being received. The bids were opened publicly by the city on February 10, with MGM of North Salt Lake, Utah being the lowest bid. The only other bid received was from Hammond Homes for $1,950,000. Byrd said that if the contract was approved by the city, construction could possibly start in the spring. Councilwoman Kelly Frost asked, “Are you familiar with this company and its work? Have they done any projects locally?” Byrd responded that the company is very reputable, having done quite a bit of work in the Elko, Nevada, and Utah regions. “Some of the local general contractors have worked with MGM and had said they have a very positive reputation.” Councilwoman Karla Kent asked if they had a projected start date, to which Byrd estimated that it could be about 60 days if approved. The Council unanimously approved the contract award, and Mayor Tedford said, “Thank you very much, this has been a very long time coming.”  Chief of Staff Bob Erickson said, “This was a big day for us. This building has been years and years in the planning. I'm glad we're getting to consolidate in one place.”

The Council also reviewed and approved seven sets of minutes from 2021, plus the January 18, 2022 minutes which had not previously been approved due to a backlog of work. The mayor said, “We have caught up now with the backlog, and we can stay ahead.” Councilwoman Frost added, “The minutes hadn't been missed, we've just been trying to catch up. We had just one executive secretary for a while with a lot on her plate. But that is better now.”
